The future destination is taking shape
Construction at Surf Sea Breeze continues at Sea Breeze Resort on the Caspian coast. The main building is built, glazing is complete, and the entrance, stairs and access ramp are in place. Landscaping and site improvements are continuing.Figures reflect the project status as of 3 October 2026. First-phase completion and wave installation measure different stages of work.
The building and entrance
The administrative building is built, the roof has been installed and glazing is complete. The entrance stairs and access ramp are in place, and the main external utility networks have been laid. Engineering work and interior finishing are continuing inside.
Fire-door installation
Fire-door installation is underway inside the building. Laser levels are being used to check doorway measurements and the alignment of the components.
The ocean wave
The pool has been built and filled with water. Installation of the ocean wave structure is 80% complete, with equipment installation continuing. The project remains under construction; surf sessions have not started. The grounds and infrastructure
Landscaping and site improvements are ongoing. Pedestrian routes are being paved, while approaches to the building and future public spaces are taking shape. Work also continues on preparing the sports areas and connecting the building to utility networks.
Shore reinforcement completed
Shore reinforcement along the complex is fully completed. These photographs show the installed concrete coastal protection elements from the land and sea sides.
A sprint track by the sea
A 130-metre running track is being built along the coastline: 100 metres for sprinting and a 30-metre deceleration zone beyond the finish. Construction is ongoing. One view looks towards the sea horizon; the other shows the track from the opposite end.

Testing branding for the outside of the wave
We are selecting contractors and testing different approaches to branding the outer wall of the wave. The photograph shows a trial lightbox sample for potential partner advertising and branding. We are assessing print quality in daylight and illumination after dark, while refining materials and workmanship.
This is a test sample, not the final solution. We plan to make the next samples longer and wider so that the branding covers more of the outer wall. The design, dimensions and installation method are still being developed.

An aerial view: Miami Beach and the evolving coastline
These aerial views show Surf Sea Breeze on a reclaimed peninsula in the Miami Beach area. The wave pool, main building and coastline can be seen in context. Filmed and photographed on 21 September 2026.

Our surroundings
Nearby, BRABUS Island Baku is developing branded residences and villas on an artificial peninsula. Nobu Hotel, Restaurant & Residences is also planned for this part of the resort. Marina Village and the future Venetian Harbour area form part of the surrounding marina and waterfront setting.
The wider view shows the crescent-shaped reclaimed Halfmoon Island, where construction work is continuing. According to Sea Breeze, it is the planned location of the 323-metre Cipriani Tower, intended to become Azerbaijan’s tallest tower. The resort’s development plans also include a casino.
Neighbouring projects are at different stages of development. They are described as part of the Surf Sea Breeze setting and should not be understood as already open. Development information is based on Sea Breeze announcements as of 3 October 2026. Sea Breeze ↗
